THE COUNCIL comprises representatives of the fire service, industry and the public, all of whom have a profound concern about fire safety. Working on an entirely voluntary basis, the members pool their collective knowledge, expertise and resources to help shape the direction of fire safety strategies in Ontario. Members represent a wide variety of associations, organizations, groups and individuals in fire safety, including the fire service, insurance, government (provincial and municipal), health and safety, First Nations, older adults, media and private citizens. With the introduction of the Fire Protection and Prevention Act, 1997 (FPPA), the Council was established as a non-profit corporation without share capital, under the law (Part XI, Section 60). This required the Council to put into place an organizational structure that would serve its members and meet the responsibilities of its new official status. The Council now operates under a structure that includes a Chair, two Vice-Chairs, an Executive Committee, a Board of Directors and five Standing Committees.
Members of the Council are appointed by the Fire Marshal with Directors appointed from among the members by the Minister on recommendation of the Fire Marshal. Members are chosen on the basis of:
The Chair initially appoints members for a period of three years, with the option of renewal. The Council structure includes a Chair, two Vice-Chairs and a Secretary-Treasurer. The Fire Marshal of Ontario chairs the Council, and in his absence, the Deputy Fire Marshal. An Executive Committee and Board of Directors manage the affairs of the Council. Five Standing Committees have been established to address Council concerns:
The Council holds biannual General meetings, quarterly Executive Committee meetings and Standing Committee meetings as required. The public, media, industry and special interest groups are invited to attend the biannual meetings.
